To me it seams like if huge college universities have trouble staying in the black with their budget it wouldn't make much difference for smaller elementary schools to combine into one.  Sooner or later, they would run into budget problems just like they did in the past.  I don't know what the solution is but combining doesn't feel like the best answer.
